MSU TCTO CIAS Programs Granted COPC After CHED OPSD Central Evaluation
In its continuing pursuit of academic excellence and quality assurance, the Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) has secured Certificates of Program Compliance (COPC) for academic programs evaluated by the Commission on Higher Education Office of Programs and Standards Development (CHED OPSD) Central, particularly those under the College of Islamic Arts and Sciences (CIAS).

MSU TCTO Strengthens Partnership with Local Government Units through MOU Signing
The MSU Tawi-Tawi College of Technology and Oceanography (MSU TCTO) entered into a Memorandum of Understanding with the Local Government Units of Simunul, Panglima Sugala, Sibutu, South Ubian, Bongao, Tandubas, and Sitangkai on December 17 at the Conference Room, Sabdani J. Bulante Building. The agreement formalizes a collaborative partnership in support of marine biodiversity conservation and fisheries management in the Province of Tawi-Tawi.

MSU TCTO Ranks Among UI GreenMetric Universities, Leading BARMM in Sustainability
The Mindanao State University – Tawi-Tawi College of Technology and Oceanography (MSU TCTO) has achieved a notable accomplishment in its debut participation in the 2025 UI GreenMetric World University Rankings, placing 1,411th globally among institutions recognized for their commitment to sustainability. Nationally, MSU TCTO ranked 78th among Philippine universities, and notably, it emerged as the first and only institution in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to be included in this global sustainability assessment.

As part of its commitment to advancing inclusive and indigenous education, MSU TCTO successfully hosted the 1st International Conference on Inclusive and Indigenous Education (ICIIE) from November 26–28, 2025, at the Bihing Tahik Resort and the Indanan Anni Hall of MSU TCTO. With the theme “Reimagining Education Leadership and Policy for Equity and Social Inclusion,” the conference brought together educators, researchers, and policymakers from across the country and abroad, providing a platform to exchange knowledge, explore innovative practices, and foster collaboration in education that is inclusive, equitable, and transformative.

MSU TCTO, PNU Strengthen Partnership to Advance Education and Research
As part of ongoing efforts to foster academic partnerships and innovation, the Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) has officially entered into a new academic partnership with the Philippine Normal University (PNU) following the signing of a Memorandum of Understanding (MOU) between the two institutions. The signing was held today, November 27, 2025, at the Sabdani Bulante Conference Hall.

The Development Academy of the Philippines and MSU-TCTO signed a Memorandum of Agreement on the establishment of the DAP Field Office in Tawi Tawi on March 7, 2023 at the Sabdani Bulante Conference Room.
2023, February
The College of Islamic and Arabic Studies launched Hijab Awareness Campaign with a short activity on February 1 at the Student Center. The activity aims to promote the importance of wearing hijab and raise awareness against Islamic radicalism and extremism. Chancellor Mary Joyce Guinto-Sali and College Dean Almira Hadji graced the activity and assisted the students in the proper way of wearing the Hijab.

Chancellor Dr. Mary Joyce Z. Guinto-Sali signed the Memorandum of Understanding between the University and the Marine Battalion Landing Team 12 to conduct “Pagsumadja: Defending Peace and Sustaining Moral Governance through Islamic Teachings,” a fellowship program among local imams and gurus of Tawi-Tawi on January 30 at the Sabdani J. Bulante Hall, Conference Room.

In 2024, Mindanao State University - Tawi-Tawi College of Technology and Oceanography (MSU-TCTO) strengthened its commitment to inclusive, transformative education in Southern Philippines. Driven by its mandate to serve the Bangsamoro region and beyond, the University ensured its programs, resources, and strategic priorities reached not only its main campus in Sanga Sanga but also extended across the islands of Tawi-Tawi. Guided by the principles of the United Nations Sustainable Development Goals particularly SDG 4 (Quality Education) and SDG 14 (Life Below Water) MSU-TCTO advanced its unique academic offerings, oceanographic research, and community engagement. Student development remained central to our mission, with increased scholarship grants, enriched co-curricular activities, and broader access to student support services. Under the visionary leadership of Chancellor Mary Joyce Z. Guinto-Sali, Ph.D., 2024 saw remarkable growth in research productivity and international academic engagement. Faculty and students were empowered to pursue collaborative projects, resulting in a surge of Scopus indexed publications, global conference participation, and cross-border exchange initiatives. This year, MSU-TCTO reaffirmed its role as a catalyst for regional progress-developing not only scholars and professionals but future leaders who will elevate the social, economic, and environmental future of Tawi-Tawi. Our momentum reflects a dynamic institution, ever-evolving, yet deeply rooted in its mission to transform lives through education, innovation, and inclusive excellence
