College of Fisheries, Oceanography, Environmental Science, and Technology (COFEST)

R.A. 6060 established the Mindanao State University–Sulu College of Technology and Oceanography (MSU-SCTO) on August 4, 1969 to extend higher education to Muslims and other cultural communities. In 1973, when Tawi-Tawi became a separate province, the institution was renamed MSU–Tawi-Tawi College of Technology and Oceanography (MSU-TCTO).

In response to its legislative mandate, the College of Fisheries developed academic programs centered on the sustainable exploitation and conservation of the Sulu Sea’s fisheries resources. Research initiatives in fish processing, aquaculture, and capture fisheries were launched to uplift livelihoods and drive socio-economic development in coastal communities.

Since its founding year, the college has produced graduates of the Bachelor of Science in Fisheries across three specializations—fish culture, fish capture, and fish processing—as well as diplomates in fisheries technology. Many alumni now lead government and non-government institutions or operate their own enterprises, exemplifying the college’s enduring contributions to regional progress and marine stewardship.

The College of Fisheries traces its roots to the Fisheries Department established in 1969, laying the foundation for fisheries education and research in MSU-TCTO. On September 7, 1990, the department was elevated to college status with Prof. Eddie M. Alih serving as the first dean.

At its inception, the college offered the Bachelor of Science in Fisheries with majors in Marine Fisheries, Inland Fisheries, and Fish Processing Technology, complemented by diploma programs in the same disciplines. Over the decades, it has produced outstanding leaders in fisheries science, including university chancellors, Bureau of Fisheries and Aquatic Resources (BFAR) regional directors, and academic deans.

From its early beginnings to its present stature, the college remains steadfast in advancing fisheries education, sustainable practices, and community development—affirming its legacy as a pillar of excellence in aquatic science.
