Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) and the Philippine Center for Islam and Democracy (PCID) formally signed a Memorandum of Understanding (MOU) on June 25, 2026, at the Sabdani Bulante Hall, MSU TCTO, to support the implementation of the Diploma in Women, Peace, and Security.
The MOU establishes the framework for collaboration between MSU TCTO and PCID for the development and delivery of the diploma program. Under the agreement, MSU TCTO shall serve as the host and diploma-granting institution, while PCID shall provide technical guidance, curriculum support, content modules, faculty training, and linkages with relevant partners.
MSU TCTO was represented by University Chancellor Mary Joyce Z. Guinto-Sali, while PCID was represented by Atty. Salma Pir Rasul, Executive Director, on behalf of its President, Dr. Amina Rasul-Bernardo, who also serves as a member of the MSU System Board of Regents.
In her message, University Chancellor Guinto-Sali described the initiative as an important milestone in MSU TCTO’s preparations for the offering of the Diploma in Women, Peace, and Security. She emphasized that beyond establishing a new academic program, the partnership reflects the University’s commitment to developing future leaders, practitioners, educators, and advocates who can contribute meaningfully to peacebuilding, gender equality, and human security within the Bangsamoro and beyond.
The agreement also supports curriculum development, gender-sensitive and culturally appropriate pedagogical strategies, monitoring and evaluation, and continuing program enhancement. These areas are aligned with the shared objective of equipping learners with knowledge and competencies in Women, Peace, and Security, particularly from Moro, settler, and indigenous peoples’ perspectives.
The MOU signing was held during the third and final day of the onsite Capacity Enhancement Training for the Diploma in Women, Peace, and Security. The training continued the earlier online sessions and prepared MSU TCTO faculty-participants for the academic implementation of the program beginning Academic Year 2026–2027.
