Strengthening its commitment to research, innovation, and community-responsive development, the Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) is set to establish a four-storey Halal Research Center with a total project investment of ₱85 million. The facility, which will have a 3,200-square-meter floor area, aims to serve as a hub for halal research, training, product development, and industry collaboration in the Bangsamoro region. Once completed, the Center is expected to support the growing demand for halal-certified products and services while advancing scientific research, professional training, and economic opportunities in the halal industry.
Designed by Architect Abdul Waleed P. Bakil, UAP, PIA, with Architect Al-Rajan Abduhasan of MSU TCTO working closely in the development of the project, the Halal Research Center aims to respond to the growing demand for halal-certified products and services in both local and global markets. The concept of halal refers to products and services that are permissible under Islamic law, and the establishment of the center reflects MSU TCTO’s recognition of the importance of halal compliance in supporting Muslim communities, strengthening industries, and promoting inclusive development.
The project is expected to benefit a wide range of stakeholders, including people in the region, the food and hospitality industries, researchers, training specialists, food inspectors, and faculty members. By facilitating research and development of halal products, the Center will support emerging sectors such as halal food production, cosmetics, and pharmaceuticals, while addressing the increasing consumer demand for halal-certified goods.
The Halal Research Center will also serve as a platform for training, education, certification, and consultancy services related to halal principles and standards. Through collaborative research initiatives and industry partnerships, the facility will contribute to the growth and competitiveness of the halal industry while fostering innovation and knowledge generation. It will also help strengthen professional capacity by providing training opportunities for students and industry practitioners involved in halal certification, compliance, and product development.
Aligned with the United Nations Sustainable Development Goals (SDGs) and the Philippine Development Plan (PDP) 2023–2028, the project supports several key global priorities, including Zero Hunger (SDG 2), GoodHealth and Well-being (SDG 3), Decent Work and Economic Growth (SDG, Industry, Innovation and Infrastructure (SDG 9), Responsible Consumption and Production (SDG 12), and Partnerships for the Goals (SDG 17). Through these contributions, the Halal Research Center is expected to promote sustainable food systems, advance research in halal health-related products, and encourage responsible and ethical production practices.
Beyond research, the facility will feature state-of-the-art laboratories and research infrastructure that will enable the development of new technologies and innovations related to halal certification and compliance. The Center is also expected to strengthen collaboration between the University, industry partners, halal certification bodies, and research institutions, fostering knowledge exchange and international cooperation within the halal sector.
Once operational, the Halal Research Center will contribute significantly to regional economic growth, job creation, and increased global recognition of the halal industry in the Bangsamoro region. By supporting the development of halal-compliant products and services, the Center will further position MSU TCTO as a leading institution in halal research and development in Mindanao.
In a statement, University Chancellor Mary Joyce Z. Guinto-Sali highlighted the significance of the project in advancing halal development and empowering communities in the Bangsamoro region.

Pacasem, Bangsamoro Minister for Finance, Budget and Management, for their invaluable support in securing ₱85 million under the 2026 General Appropriations Act of the Bangsamoro for the construction of the Halal Research Center.
With the establishment of the Halal Research Center, MSU TCTO strengthens its role as a catalyst for research excellence, innovation, and community-responsive development in the Bangsamoro region. More than a physical facility, the center is envisioned as a strategic platform that will bridge academia, industry, and communities in advancing halal science, fostering inclusive economic opportunities, and supporting sustainable development. Through this initiative, the University continues to expand avenues for students, researchers, and industry partners to collaborate, innovate, and contribute to the growth of the halal industry—reinforcing its mission of creating opportunities and transforming lives in Tawi-Tawi and across the Bangsamoro.
