BONGAO, TAWI-TAWI – In a groundbreaking development for Philippine higher education, the Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) is set to offer the Bachelor of Science in Oceanography, becoming the first higher education institution in the Philippines to offer an undergraduate degree program in Oceanography and the first in Mindanao.

The pioneering program was initially approved by the Mindanao State University System University Council during its May 2026 session and was formally approved by the MSU Board of Regents today, June 19, 2026, representing a major advancement for MSU TCTO and the future of marine science education in the Philippines.

The new 171-unit undergraduate program reflects the University's continuing efforts to provide innovative and relevant academic offerings that respond to the country's emerging scientific, environmental, and developmental needs. As an archipelagic nation with more than 7,600 islands and one of the world's richest marine ecosystems, the Philippines has long recognized the importance of advancing ocean science and developing a highly skilled workforce dedicated to the sustainable management of its vast marine resources.

Strategically located in the province of Tawi-Tawi, MSU TCTO offers an ideal setting for the study of oceanography. As part of the Sulu Archipelago, the province is surrounded by some of the most biologically diverse and ecologically significant waters in the world, providing students with an unparalleled natural laboratory for scientific exploration and research.

University Chancellor Mary Joyce Z. Guinto-Sali underscored the significance of the program, emphasizing that its establishment reflects the University's commitment to academic innovation and its responsibility to harness Tawi-Tawi's rich marine environment for education, research, and sustainable development.

"The establishment of the Bachelor of Science in Oceanography reflects MSU TCTO's commitment to providing relevant and forward-looking academic programs that respond to the needs of our nation and the realities of our local communities. As a University located in one of the world's richest marine environments, we have a unique opportunity to nurture future scientists and professionals who will contribute to the sustainable management and conservation of our ocean resources."

"This historic undertaking not only strengthens the University's academic offerings but also highlights the vital role of Tawi-Tawi in advancing marine research and environmental stewardship in the Philippines. We hope to equip our students with the knowledge, skills, and values needed to address the challenges facing our oceans and coastal communities while contributing to national and global sustainable development efforts."

The program will equip students with comprehensive knowledge of the physical, chemical, biological, and geological processes that govern the world's oceans. Through interdisciplinary learning and field-based experiences, future oceanographers will be trained to address critical issues such as climate change, marine biodiversity conservation, fisheries sustainability, coastal resource management, disaster risk reduction, and the protection of marine ecosystems.

The establishment of the BS Oceanography program comes at a crucial time when ocean health and marine sustainability have become global priorities. As coastal communities continue to face the impacts of climate change, sea-level rise, habitat degradation, and declining fisheries, there is an increasing demand for professionals who can provide scientific solutions and evidence-based approaches to marine and coastal challenges.

Beyond producing future scientists and researchers, the program is expected to contribute to national efforts in marine conservation, environmental protection, and sustainable development. It also supports international commitments, including the United Nations Sustainable Development Goal 14, which calls for the conservation and sustainable use of oceans, seas, and marine resources. For MSU TCTO, the offering of the country's first undergraduate BS Oceanography program further reinforces its growing reputation as a center of excellence in marine and environmental sciences. The initiative builds upon the University's long-standing connection with the sea and its mission to harness Tawi-Tawi's unique natural resources for education, research, innovation, and community development.

This historic undertaking also opens new opportunities for students across the country, particularly those from Mindanao, to pursue specialized training in ocean sciences without leaving the region. Through this pioneering academic program, MSU TCTO hopes to nurture a new generation of oceanographers who will lead scientific discoveries, strengthen marine governance, and contribute to the sustainable future of the Philippines and the global community.

As the University continues to expand its academic frontiers, the launch of the Bachelor of Science in Oceanography stands as a testament to its enduring commitment to Creating Opportunities, Transforming Lives—while positioning Tawi-Tawi at the forefront of ocean science education and research in the Philippines.
