Reinforcing its commitment to inclusive and community-centered development, MSU TCTO formally conducted the Joint Signing of the Memorandum of Understanding (MOU) with its partner barangays — Mandulan, Lakit-Lakit, and Tubig Basag — on May 19, 2026, at the Sabdani J. Bulante Conference Hall, MSU TCTO.

The activity marked a significant milestone in strengthening the University’s long-term partnership with local communities through its Adopt-a-Barangay University–Community Extension Partnership Program. The MOU signing symbolized the shared commitment of MSU TCTO and the partner barangays to collaborate in promoting sustainable community development, capacity-building, and responsive extension initiatives.

The ceremony was attended by University officials led by Chancellor Prof. Mary Joyce Z. Guinto-Sali, PhD, Vice Chancellor for Research and Extension Prof. Richard N. Muallil, PhD, faculty members, staff, and barangay officials headed by Hon. Aldina U. Adi of Barangay Mandulan, Hon. Alrasid B. Dulahid of Barangay Lakit-Lakit, and Hon. Sitti Raiza A. Adong of Barangay Tubig Basag.

In a statement, Chancellor Prof. Mary Joyce Z. Guinto-Sali, PhD, emphasized the importance of strengthening partnerships between the University and local communities in advancing inclusive and sustainable development.

“Our communities are at the heart of meaningful extension work. Through this partnership, we reaffirm MSU TCTO’s commitment to working hand in hand with our barangays in addressing local needs, empowering communities, and creating programs that bring lasting and meaningful impact to the people we serve,” she said.

The activity also highlighted the University’s flagship extension initiative, PAG-AYURA MA KAWMAN TUDJU NI KASAMBUHAN, which aims to strengthen sustainable university-community partnerships through the Adopt-a-Barangay approach by fostering continuous collaboration, shared responsibility, and meaningful community development.

Through this initiative, MSU TCTO continues to strengthen its role as a responsive institution committed to empowering communities, advancing grassroots development, and creating lasting impact beyond the classroom.
