About the Institute of Oceanography and Environmental Science

Part of MSU-TCTO, the Institute advances marine and environmental science through research, education, and extension—working alongside the College of Fisheries and other units to serve the Sulu Archipelago.

Institute of Oceanography and Environmental Science

Pioneering Marine and Environmental Science

Empowering coastal communities through research, stewardship, and sustainable practices

Est. 1996

General Background

R.A. 6060 established the Mindanao State University–Sulu College of Technology and Oceanography (MSU-SCTO) on August 4, 1969 to extend higher education to Muslims and other cultural communities. In 1973, when Tawi-Tawi became a separate province, the institution was renamed MSU–Tawi-Tawi College of Technology and Oceanography (MSU-TCTO).

Within MSU-TCTO, the Institute of Oceanography and Environmental Science (IOES)—formerly the Center for Oceanographic Studies (COS)—began operations in 1996 with the Bachelor of Science in Marine Biology. Commissioned to reinforce marine science research in the Sulu Archipelago and to provide extension services for environmental protection, conservation, and regional modernization, IOES added the Bachelor of Science in Environmental Science in 2008 and now houses the Department of Marine Biology and the Department of Environmental Science.

Together with the College of Fisheries and other academic units, IOES contributes to MSU-TCTO’s mandate of producing competent graduates and supporting coastal communities through research, education, and stewardship of marine and environmental resources.

Research & Innovation

Pioneering marine and environmental research addressing biodiversity protection, climate resilience, and sustainable ocean resource management across the Sulu Archipelago.

Marine Biodiversity Conservation

Comprehensive coral reef assessments, seagrass and mangrove rehabilitation, and fisheries stock analyses guide evidence-based policies for sustaining marine life and local livelihoods.

Climate Change & Sustainability

Research on blue-carbon ecosystems, climate vulnerability mapping, and adaptive coastal management empowers communities to respond to rising sea levels and extreme weather.

Coastal Community Resilience

Integration of disaster risk reduction, participatory resource planning, and sustainable livelihood programs strengthens island communities facing environmental pressures.

Oceanographic Technology

Development of marine observation systems, remote sensing applications, and data-driven forecasting tools to monitor ocean health and inform navigation and fisheries.

Seaweed Science & Biotechnology

Breakthrough studies in seaweed tissue culture, mass propagation, and value-added marine bioproducts elevate coastal economies and promote climate-smart aquaculture.

Environmental Monitoring & Data Science

Interdisciplinary teams deploy laboratory analytics, GIS, and sensor networks to track water quality, pollution dynamics, and ecosystem health in real time.

Meet Our Research Leaders

Our IOES faculty across Marine Biology and Environmental Science departments drive marine science innovation—from blue carbon ecosystems and seaweed biotechnology to coastal resilience, environmental monitoring, climate change adaptation, and environmental stewardship across the Sulu Archipelago.
